AfriForum eis antwoorde van minister oor milisie-opleiding

Die burgerregte-inisiatief AfriForum het die minister van Verdediging, me Lindiwe Sisulu tyd gegun tot 17:00 vandag (1 September 2010) om vrae te beantwoord oor militêre opleiding vir ANCYL- en YCL-lede wat klaarblyklik binnekort ʼn aanvang by die Vloot se opleidingsbasis in Saldanha in die Wes-Kaap gaan neem.

AfriForum is bekommerd dat die beoogde militêre opleiding vir “genomineerdes van politieke partye” in stryd is met die bepalings van Artikel 199(7)(b) van die Grondwet, wat bepaal dat die SA Nasionale Weermag en lede van die veiligheidsmagte nie die belange van enige politieke party mag bevorder nie.

Minister Sisulu en verteenwoordigers van die ANC Jeugliga en die Jong Kommuniste Liga het in Mei 2010 planne bekend gemaak om militêre opleidingskampe vir jeuglede aan te bied, kort na die omstrede besoek van Julius Malema aan Zimbabwe, Venezuela en Kuba, vroeër vanjaar.

“Na ʼn openbare uitbarsting het die minister ʼn verklaring uitgereik wat beweer dat die opleidingskampe oop is vir alle politieke partye, maar verteenwoordigers van die drie vernaamste opposisiepartye het reeds aan ons bevestig dat hulle geen formele uitnodiging tot dié effek van die minister ontvang het nie”, het Willie Spies, prokureur van AfriForum, in ‘n verklaring gesê.

“Dit is van wesentlike belang dat ons nie die foute van ons noordelike bure in Suid-Afrika herhaal nie.  Die opstellers van die grondwet het ook verder goeie rede gehad om politieke partydigheid in die Weermag uitdruklik te verbied.  In Zimbabwe is jeug-lede van Zanu-PF wat opleiding in militêre milisiekampe ondergaan het, berug en gevrees vir hulle aandeel in geweld en intimidasie tydens verkiesingstye.  Ons moet ten alle koste ʼn soortgelyke situasie in Suid-Afrika verhoed”, het Spies gesê.

Indien geen antwoord van die minister se kantoor ontvang word nie, sal ʼn hersieningsaansoek more in die Noord-Gautengse-Hooggeregshof uitgereik word.

    DEFENCE MINISTRY COURT BATTLE GOES ON

    The ministry of defence has failed in its attempt to re-enroll
    an urgent court application in the High Court in Pretoria, civil
    rights movement AfriForum said on Tuesday.
    The ministry had wanted the matter re-enrolled to argue for
    costs, the organisation’s lawyer Willie Spies said in a statement.
    He said the high court had ruled in favour of AfriForum that the
    matter be postponed indefinitely for argument on who would have to
    pay costs.
    AfriForum removed the matter from the urgent court roll on
    Friday last week, after Defence Minister Lindiwe Sisulu declared
    under oath that no military training would be given to ANC Youth
    League or Young Communist League members, he said.
    The matter was initially brought as an urgent application
    following report that 600 recruits, nominated by political parties
    and the rural development and land reform department, were on their
    way to Saldanha in the Western Cape for military training.
    “When the minister finally denied that military training was
    underway, AfriForum removed their urgent application from the court
    roll and re-enrolled the matter to be heard on January 31, 2011.”
    The defence department’s lawyers however refused to accept the
    removal and wanted the matter heard on Tuesday.
    Sisulu’s spokesman Ndivhuwo Mabaya said the matter would be
    heard before a different court.
    “It will be before another judge, because the court where it was
    first heard has a backlog,” he said.
    He said the ministry wanted to recover the money it had lost in
    preparing for the case.
    “People cannot just go to court and withdraw at the last minute.
    We want our costs,” he said.
    Spies said AfriForum was against military training for
    representatives of political parties.

    AfriForum pulls plug on Sisulu application

    AfriForum has withdrawn an urgent court application against Defence and Military Veterans Minister Lindiwe Sisulu, after she decided not to give the African National Congress Youth League and Young Communists’ League military training.

    It had applied for an the urgent interdict to review Sisulu’s decision to send the youth organisations’ leaders on a two-week special programme at Saldanha Navy Base, in the Western Cape.

    This was to enable the youth to experience the curriculum and activities of national service.

    “Serious concerns were raised at the time as a result of parallels drawn with (Zimbabwe President) Robert Mugabe’s militia training for Zanu-PF youths in Zimbabwe,” AfriForum’s legal representative Willie Spies said in a statement on Sunday.

    He said it was a pity that AfriForum had to make a court application to get answers from the minister.

    “This would not have been necessary if the minister showed the basic courtesy of responding to letters addressed to her.”

    Spies said Sisulu had made her latest declaration under oath. “If it appears at any stage that the minister wants to continue with her initial plans, AfriForum will re-enrol the urgent application immediately.”

    AfriForum would apply this week for a new court date to argue the issue of costs, he said.

    On Friday, Sisulu’s spokesperson Ndivhuwo Mbaya said a national service two week special programme designed for the leadership of all youth organisations would continue as soon as all logistics and consultation processes had been concluded. – Sapa
